Intercommunal clashes kill 71 people in South Sudan
Kiir's decree ended a power-sharing arrangement set up under a 2018 peace deal that halted a five-year civil war in which about 400,000 people were killed.
Kiir appointed a caretaker administration as the country prepares for its first-ever national elections.
Four soldiers were among those killed in the clashes.
