Legionella bacteria found in Upper East Side cooling towers before outbreak
New York City's Health Department identified 56 buildings on the Upper East Side that had active Legionella bacteria living in their cooling towers before the outbreak.
Only 56% of cooling towers received inspections in the past year as of June 17.
