Australia targets international students and backpackers in migration crackdown
The government will clamp down on visa hopping, where a student finishes a course and applies for another course which is often a lower qualification.
PhD students will still be able to bring their families.
Those who qualify for a second-year working holiday visa will have to go into a ballot with a cap of 45,000, down from 57,000 who qualified last year.
