Al-Shafei wrote in a study published by the Al Jazeera Centre for Studies that fears of escalation are preventing an all-out confrontation between Sudan and Ethiopia.

“Khartoum fears that providing military support to Tigray will lead to an explosion of the situation on its borders, which may increase displacement operations that the border Sudanese states cannot bear, especially in light of the continuation of the war against Hemedti,”
